There was an issue this morning that affected the API but was resolved this afternoon around 3:45pm PST. It should be fixed now. Let me know if you're still getting an error.
Update on this issue - some developers were still getting errors late in the day because not all databases were synched after the issue was resolved. The databases were pushed live around 11:45pm PST and that should resolve all issues.

I'm getting the following error when attempting to get neighborhoods listing for a city:
